when i opped someone then that person will crash with a notification in the panel {player} logged in due to timeout

Can you list any plugins installed? Most issues, not all, will cause an issue. Try backing up and removing your plugins from the server and see if the same issue happens. If the same issue occurs, Report it at the NukkitX official github page.
