The ip-ban and the VPNs

I would like to know how I can make a ban so that the banned player can never enter the server anymore, I know that this is the / ban-ip but if the player uses a vpn and he changed his ip he can enter again.

I would like to know if there is a plugin to avoid it

If you're authenticating users with Xbox Live, ban them by their UUID. The only way around that is creating another account.
